It’s Official: Andy Coles was a Spycop

The Undercover Policing Inquiry has confirmed this afternoon that Andy Coles was Special Demonstration Squad officer Andy Davey and author of the disgraced unit’s Tradecraft Manual.

Whilst undercover in the 1990s, he targeted a vulnerable teenager known as Jessica and groomed her into a sexual relationship. Jessica has released this statement in response to today’s announcement:

I am really pleased the inquiry has confirmed what everyone has known since May last year. The man who deceived me into a sexual relationship when I was a teenager was an undercover police officer. The name he gave me, Andy Davey, was fake. Today he has been confirmed by the Undercover Policing Inquiry into as Special Demonstration Squad officer Andy Coles.

As soon as his name was made public last year he resigned as Deputy Police and Crime Commissioner for Cambridgeshire, however he remains a Peterborough City Councillor and school governor. The fact he hasn’t stepped down is an affront to the decent people of Peterborough, who I am sure would not have voted for him had they known of his shameful, abusive past.

There is no excuse for him continuing to hold that post now, even his most ardent defenders among the council must concede he has been exposed as someone who, given power over others, chose to abuse it for his own personal sexual gratification.

During his time as an undercover police officer he was regarded as predatory and sexually aggressive towards women. He is absolutely unfit to be in any position of public trust, as either a councillor and certainly as a school governor.

The Metropolitan Police, his employers at the time of his deployment, have issued an apology to women who were abused by officers in this disgraced unit he was part of:

“It has become apparent that some officers, acting undercover whilst seeking to infiltrate protest groups, entered into long-term intimate sexual relationships with women which were abusive, deceitful, manipulative and wrong”.

Assistant Commissioner Martin Hewitt went on to say:

“I acknowledge that these relationships were a violation of the women’s human rights, an abuse of police power and caused significant trauma… relationships like these should never have happened. They were wrong and were a gross violation of personal dignity and integrity”.

Lawyers for the Met have recently confirmed that the rights violated include the right to freedom from torture, inhuman or degrading treatment. This is an absolute right, nothing can ever make it acceptable to breach it. But this is exactly what men in the Special Demonstration Squad did, including Andy Coles.

He has compounded his damage by refusing to acknowledge it. He has made no attempt to explain or apologise either to me or the Peterborough electorate, and he has told people in private that the facts about him are ‘fiction’.

His resignation as Deputy PCC shows he knows he is unfit for that post. That he feels he is still fit to hold office as a councillor and maintain positions of trust around young people is a foul insult not just to me but to the people of Peterborough and abused women everywhere.

Today’s confirmation makes his arrogant and desperate stance untenable. He must do what anyone with humanity and decency would have done long ago. He must resign.
